Several procurement processes have been canceled in the company

At the initiative of the Temporary Manager of the “Electric Networks of Armenia” CJSC (ENA), a number of procurement processes within the company have been canceled, with a total preliminary estimated value exceeding 3 billion AMD.

Based on Clause 5 of Part 2 and Part 3 of Article 52.1 of the Law of the Republic of Armenia “On Energy”, which states that upon appointment and throughout the entire term of their mandate, the Temporary Manager assumes all executive powers of the licensed entity, four previously initiated procurement processes for the needs of ENA CJSC have been canceled at the Manager’s initiative.

The cancellation of these procurement processes was prompted by the identification of a number of systemic issues within the related procedures in the company — such as discriminatory technical specifications, non-inclusive and non-transparent processes, and an unobjective approach to initial price estimations.

These procurement processes had been intended for the purchase of electrical equipment, meters, cables, and various service contracts across several lots, all within the framework of the company’s investment program.

Currently, by the instruction of the Temporary Manager, work is underway to improve procurement procedures in order to ensure the acquisition of the necessary equipment and materials for ENA’s operations. Tools and mechanisms are also being developed and implemented to guarantee transparency, objectivity, and inclusivity in the procurement process.

A systemic approach is being applied to improve these procedures, and only after their implementation will procurement activities resume — in strict accordance with the RA legislation regulating the services sector and with applicable legal acts.

The cancellation of the current procurement processes, and their planned restart in updated form, are being aligned with the company’s urgent technical and energy-related needs, as well as with medium-term operational priorities.

ENA CJSC announces that procurement processes for the company’s needs will begin according to the scheduled timeline — starting from the first ten days of August of this year.
